immediately informed us that a Cold Emulsion was of no attraction to them, and this, please bear in mind, without any tests having been made of our material. While, in the course of time, the Authorities were inclined to take a somewhat more reasonable view of the whole matter, we regret that, in our opinion, there is still ample evidence of prejudice existing, and for that reason it will not be our intention to allow the matter to drop at the present stage. Our viewS in this respect can be upheld if you consider the fact that, although we have explained on many occasions that Colfix is not admirably suited for the heavy traffic involved on roads like Connaught Road, and have asked for an opportunity to demonstrate our material, even although it might only be used for surfacing work, our offers of free samples and requests for tests under such conditions have been completely ignored. Furthermore, reverting again to the heavy traffic roads, it has been proven beyond a doubt that even the Hot Asphalt itself is not the proper material and that, even at the moment, work is going ahead with heavy reinforced concrete roads, which, from experience, has been found to be the only solution to this matter.
To illustrate further the inconsistency of
the views held by the local officials, might we refer to a call which was made by one of our friends, Mr. Templeton, on the Hon. Director of Public Works sometime at the beginning of this year.
The matter was being discussed and Mr. Goldsmith's presence was requested, when he advised that he had never heard of Colfix previously. This, of course, is very unsatisfactory indeed, and on that point alone we would like to have an explanation.
In closing, we have now pleasure in referring to the third paragraph of your letter aud thank you for informing us that if we desire the matter to be referred to the Colonial Office in London, it is open to us to forward to the Secretary of State, through His Excellency the Governor, a Memorial (in triplicate) on the subject. We would, naturally, prefer if this matter could be amicably arranged in Hongkong, but our feelings are so strong in regard to the support which we have received that, failing a settlement here, we do intend to bring the facts of the whole matter before the Secretary of State in London, and to have the question gone into in detail with the Directors of The International Bitumen Emulsions, as mentioned in our letter dated 29th July. Meantime, however, we shall await your further reply to the present, and we hope that we shall be privileged to receive a reasonably early reply to this communication.
